In recent years, much attention has been focused on the long-term pattern of structural changes and economic fluctuations (Kondratieff cycles, e.g.), at both the national and the regional or urban le,vel. Various publications demonstrate that {lack of) innovation is regarded as one of the driving forces behind the mechanism of economic growth and decline. This implies that the economic perspective of a city or region is dependent on the innovative activities within the area concerned. On the other hand, the presence of a highly-qualified production environment in a city or region may favour the development potential of the area concerned through its 'incubator' function {the so-called breeding place hypothesis).
