Abstract:

Celem artykułu jest przedstawienie dylematów związanych z kształtowaniem polityki metropolitalnej w Kanadzie i następnie odniesienie ich do wyzwań w tym zakresie występujących w Polsce. Szczególną uwagę poświęcono charakterystyce skali zarządzania i relacji społeczno-przestrzennych na terenie obszaru metropolitalnego Toronto. Opracowanie wpisuje się w dyskusję na temat konfiguracji systemów zarządzania w sposób adekwatny do potrzeb lokalnych społeczności. Praktyka polityki metropolitalnej dowodzi, że proces reterytorializacji struktur władzy i zarządzania obszarami metropolitalnymi jest trudny i kształtuje się jako wypadkowa oddziaływania sił oraz interesów politycznych i ekonomicznych wszystkich szczebli władzy terytorialnej. Na podstawie analizy procesu formowania się struktur metropolitalnych w Kanadzie i w Polsce można stwierdzić, że kluczową w nim rolę odgrywa ranga i pozycja władzy regionalnej. Jak dowodzi przykład Toronto, ewolucja systemu zarządzania jest w praktyce uruchomieniem procesu samouczenia się systemu, który poprzez doświadczenie i praktyczną weryfikację przechodzi od jednej fazy rozwoju do kolejnej, poprawiając jakość swego działania. W Polsce jednak proces modernizacji szczebli władzy terytorialnej poprzez tworzenie struktur organizacyjno-zarządzających adekwatnych do realnie istniejących funkcjonalnych obszarów metropolitalnych został zahamowany ze względu na uwarunkowania polityczne na szczeblu centralnym.
