Abstract:

The aim of the paper was to recognize the character of unemployment both in total and in rural areas (breakdown of unemployment to its structural and cyclical components) in Poland by voivodships (province) in 2006–2009. Using a method of the Centre for Economic Policy Research (CEPR) [Unemployment... 1995], the natural rate of unemployment in total, as well as that in rural areas in Poland, was calculated for each quarter of analysed period and for each voivodship. From this analysis, the relation between the natural rate of unemployment and real unemployment rate was assessed. The research was conducted on the basis of individual and previously unpublished raw, quarterly LFS (Labour Force Survey) data. Research results were compared with the activity rate, employment rate and real unemployment rates. The authors attempt to draw some conclusions about the causes of unemployment. The analysis proved the structural nature of unemployment both in Poland and it’s rural areas in 2006–2009 but there was diversity in the situation in this field between voivodships. Despite a domination of the structural component in the real unemployment rate, parallel decreases in the natural rate of unemployment and real unemployment rate, as well as lower natural rate of unemployment than real unemployment rate were observed in total in Poland from 2009 and this may lead to an assumption that the real unemployment rate would be markedly reduced under conditions of rapid economic growth.
