The long term planning or Chinese coal transportation systems can be rormulated as a rixed charged transshipment problem with extra constraint.s. We introduce a new transrormation to get. an equivalent. 0-1 generalized netwerk model. A sortware on IBM PC was developed to salve such problem. The initial computation experience indicates that. the new met.hod is vary erricient. .
