Abstract:

The paper addresses the problem of testing the fulfilment of the Kyoto obligations, taking into account the presence of a big uncertainty of the greenhouse gas emissions observed The methods based on the introduction of an undershooting emission limitation or reduction commitments, and on specifying the risk of not doing so, are proposed. The idea presented, is to replace the emission reduction with a combination of reduction and uncertainty, where the latter is to be modelled using deterministic and stochastic methods. The discussion of the solution is presented and followed by the issue of emission trading in the presence of uncertainty.
