Abstract:

In the 2007-2013 programming period many institutions are involved in the solution of various problems of rural areas. At the local level the most important are local councils and local action groups. Their co-operation stimulates transformation of rural areas. However, there are some areas in Poland where the LEADER approach is not implemented. Such areas can be found mostly in the Łódzkie and Śląskie voivodeships. The aim of this article is to identify the resons for such situation (basing on research covering the Łódzkie voivodeship).
