Abstract:

In the paper, a new procedure of management and policy formulation is presented which mirrors long-term thinking process and scenario analysis by local government financial managers. The method offers an approach linking long-term financial planning, performance measures and budgeting for results and outcomes, and includes learning during implementation of the decision supporting procedure. The procedure is illustrated by numerical solutions based on Polish local government data.
