Abstract:Generally, the rule of the late Russian Empire in Warsaw has been assessed with some ambivalence in the history of urban planning and the history of the city itself as a period of growth in chaotic and excessively dense urban fabric; with quarters supersaturated with tenement blocks and yards that were too narrow; and devoid of public greeneries with chaotic suburbs and numerous developmental problems (weakness in the municipal authorities, political and legal realities, the ring of fortresses surrounding the city, etc.). In my opinion, however, the literature on the subject has not attempted a comprehensive presentation of the planning initiatives undertaken in Warsaw at that time, when it was the capital city of the Russian governorate in the Polish Kingdom. The purpose of my study is to question whether, and in what way, the Municipality of Warsaw managed the urban planning of the city and commissioned urbanistic (land regulation) projects at the end of the nineteenth and in the early twentieth centuries for the future growth of the city and reconstruction of its layout, including public spaces and their relationship with private quarters dominated by tenement buildings. I focus mainly on an analysis of a land regulation plan for the entire city from the 1880, and ask questions about the possibilities to implement it. I also suggest preliminary answers to the question regarding what Warsaw Municipality’s projects could tell us about ambitions and aspirations of the Warsaw authorities at the turn of the twentieth century, and about the contemporary urban planning techniques and methods, and suggest an understanding of the part played by municipal public spaces.
