The popular press during the Russian Partition is discussed, whose first goal was to cut illiteracy in rural areas. Comparison of particular titles with regard to their content, addressees and editorial teams facilitated the determination of the functions of the popular press during the period and region defined. The activity of the press for the rural population in the period defined above varied. The journals were dominated by educational, social and religious content.
